Intelligent Linking of Governmental Measures and Private Initiatives to Improve Environmental and Social Standards in Global Value Chains, Using the Example of the Textile Industry (SMART-MiX+PI)

Original titleIntelligent Linking of Governmental Measures and Private Initiatives to Improve Environmental and Social Standards in Global Value Chains, Using the Example of the Textile Industry (SMART-MiX+PI)
Abstract

Compliance with ecological and social standards is becoming increasingly important in many economic sectors. The task of policymakers is to set appropriate framework conditions by means of legally binding and voluntary measures so that private stakeholders act in the interests of society and contribute to ecological and social goals. The integration of private governance systems (eg. certifications, consumer labels, etc.) can produce even more effective and efficient combinations of measures (SMART-MiX+PI). But how should the interaction of voluntary and binding measures look like in order to achieve the desired effect? Which are the most promising governance systems? Are there different success factors in producer and consumer countries? The analysis of various case studies from different sectors will provide answers to these questions. On this basis, a generic test grid for SMART MiX+PI approaches from all sectors will be developed from which general patterns of success/failure of the approaches will be derived and opportunities and risks/challenges can be effectively identified. Finally, combinations of measures are proposed, which can contribute to improving sustainability standards in global supply chains, focusing on the environmental, social and human rights performance of the textile sector.
